Houston has imposed a 9 p.m. to 6 a.m. curfew starting tonight, through next Saturday. The AP story says imprecisely that the police say that residents should not be on the streets during the curfew. Obviously, the curfew includes everybody, not just residents.

It is time to start building for Gulf area storm survival. The most needed are extra roads around large cities. It is completely unacceptable that people cannot get out of places like New Orleans, Houston, and Miami by car without getting stuck on the roads. Along with these roads should be prefabricated rest stop buildings that can be delivered by air or truck a few days before the storms. At the end of the extra roads, say a couple of hundred miles in, should be air-raid/bomb shelter type buildings, standing or prefabricated/quick-to-put-up, to take care of evacuees. Houston survived this time, but we need to be better prepared for the future.
